The reason Grief BA is a thing is because it has a higher range than PB, which is an advantage in PvP.
Another thing to consider is the recent WW IAS change.
WW used to only be affected by IAS >on the weapon<. In PvM PB used to be the go-to because 1) no repairs and 2) you would hit max WW breakpoint with the lowest Grief IAS roll (meaning you could get a cheap 30 IAS Grief with a high damage roll, which Zealots for example didn't want because they want at least 32 IAS). Grief BA had to roll at least 34 IAS to hit the max WW breakpoint, making it more expensive to get a weapon with the same damage roll. So the only real reasons to go PB in PvM instead of BA were repair and item cost.
Now the situation is different, because WW gets affected by IAS sourced outside of your weapon, and >this includes being frozen, Decrep'd or affected by Holy Freeze<. You can counter being frozen with a cannot be frozen, but you cannot counter Decrep or Holy Freeze, so you need to account for them. With 2x any Grief BA, Highlords and 20 IAS gloves you will hit the max WW breakpoint. However... if you get affected by Decrep for example, with 2x any Grief BA, you would hit 7 FPA instead of 4 FPA (with 20 IAS amu and gloves). If you are wearing 2x any Grief PB, you would hit 5 FPA with Decrep active instead of 4 FPA. You will not get Decrep'd in Travincal but you might get Holy Freeze. Travincal bosses would have Holy Freeze level 12, which will slow just as much as Decrep. This means that you would hit 7 FPA with 2x Grief BA and 5 FPA with 2x Grief PB.
This change to WW IAS makes Grief PB vastly superior to Grief BA in PvM in any situation where you might encounter Holy Freeze and/or Decrep.
