Is running dual plague on a5 merc increase poison nova dmg at all?

-23% to enemy poison resistance will only increase the merc's poison nova effect on enemies, not yours. However, his 20% ctc Lower resist lvl 12 will improve the poison damage done by you or any other player in the game.
