I thought the pvm community was the right one to answer my question.
So let’s say I have a crude/damaged caduceus. I would like to make it 4sockets, and in order to do that I restore the item to normal quality via cube and it will get 4 sockets instead of 5 due to lower quality level.
Q: Can you skip the cube restoration and socket the item at larzuk directly and you will automatically get 4 sockets and a normal quality item?

No, you will get a crude/damaged 5os caduceus if you just larzuk directly.

Also I'm very positive that if you repare it and lower the ilvl to 1, you will get 3os in larzuk and not 4 for a caduceus.

Consult the Ilvl 1-25 tier from the master list https://diablo2.diablowiki.net/Sockets#Sockets_by_Number

ilvl will be 1 when cubing a low quality item to normal quality http://classic.battle.net/diablo2exp/items/cube.shtml

The low quality item with have an ilvl equal to the monster or rack (area level) that it dropped from.
