Here is some additional information for everyone that I have found from doing a little research on this.
So, something like a berserker axe is considered a TClvl 87 melee drop. However, from what I read, racks do not use the TClvl system, only monsters do. A rack's drops items based on their qlvl, which for a berserker axe is qlvl 85, and they say it has equal chance to drop any item in the table. One would think that an area lvl 85 rack would be able to drop qlvl 85 items, but not if the drop table = alvl -1, which is the question.
Also, from the numbers floating around, it seems like for whatever item is chosen there is a 1:400 chance that the item is unique, a 1:160 chance for sets, 1:100 chance of rare, 1:34 chance for magic, ethereal are about a 1:20 chance, sockets seem to be a 1:3 chance if a normal or superior item is selected, and superior items also seem to have around a 1:3 chance as well. These numbers also seem to change for class specific items as well. I have softly confirmed the 1:3 ratio for sockets and superior, as they seem to be a fairly common drop. No cracked items have dropped for me either.

However, I have hit the multiple racks in the kurast causway temples 30+ times, and I haven't seen any qlvl 85 aka TClvl 87 items drop such as a berserker axe. These side areas have some decent drops other than the racks, and they are nice to teleport to after Travical has been cleared.
