You are right, you don't need fcr without enigma.

HotO still is +1 skill and without enigma, vipermagi is usually the armor option (unless you have something like Arkaine valor for the +2 skills) with spirit (since you should use spirit if you are not using double claw) is hard to see that you need that many resist.

Plus without teleport, your traps will always be between you and enemies, is not like you are surrounded after some teleport, so it's hard to be hit (I get it, p8 hardcore better safe than sorry tho...)

TL:DR Silence is not bad by any means, but I think you can reach the same goal with HotO and is going to be more damage, and more damage is also more safety, so if you can I would try to use the Vex for HotO.
