I’m using the tals set for a blizz sorc. What would be better to put in the sockets: 5/5 cold facets or ist runes?

If you want more dmg = facets.

If you want more MF = ISTS.

Is the blizzard dmg considerably more with the facets vs not having them?

not really.

10 000 + 15% = 11 500, monster resistance reduced 15% = 11 500 + 15% = 13 775

I'd say it makes a difference.

But you have to consider one thing .. that many monsters in hell have 0% cold resist. Having max level cold mastery puts them at -100% cold resist and the -15% from facets is omitted. So you really have to check the monsters you are going to run, and how much cold resist they have so that you don't overspend skill points or facets. You may benefit more from using good rare jewels.

Ists for cold, facets for hybrid or lightning.

A Blizzard Sorc can max Blizzard and the synergies while also getting Cold Mastery to -200, granting guaranteed double damage per cast. Tal Rasha's Lidless Eye gives you +15% damage with the full set, that's enough.
