Does your merc have max resistances? What is their level, armor, and weapon? If defensive stats are lacking, I'd prioritize an Um or a Ber over a Lo. Shael is an option if his life and resistances are low enough that he gets put in hit recovery, but if you have the chance to hit a faster attack speed breakpoint with a 15 ias ed% jewel that might be the best option.
