Zerker axes are ilvl 85, so you need to be level 80 to start gambling it, but you’ll have about a 3% chance (random guess from a calculation I did for nagas a couple years ago) to gamble it. Gambled items randomly generate a ilvl of +5 to -4 of the clvl.

However, starting I believe in act 4 hell you can buy zerker axes if you’re level 80. The warrior (blacksmith guy who repairs items) sells them sometimes. Just reset the shop. Same thing with the socket quest guy in act 5. Forget their names.
