No, but a hell merc has better stats than a merc hired on norm or nm difficulty.
since most people use holy freeze or might, you usually have to use a nm merc anyways.

If you use prayer or/ blessed aim or defiance fotär sime odd reason hire a hell merc.

Self lvld merces were stronger in earlier patches, but it was patched.

so better stats have merc from normal if i am exp him?

It doesnt matter anymore if you lvl him yourself, but hired in norm has better stats than hired in nm and hired on hell has the worst stats
