I have plugy and toons on my pc, is it possible to save those and get plugy on my laptop and upload my toons?

Idk about plugy but toons yes. Just copy paste character files on the d2 folder(s)

characters are the .d2s files normally located in C:\Users\*user_name*\Saved Games\Diablo II
there are also .map and .key and possibly other stuff, those don't matter
