You can not roll cruel swords with chipped gems in current patch.
This was a popular recipe in 1.09.

this is not true. i have a blue colossus sword which i just rolled cruel colossus sword of the locust with 1 socket. barb was level 80 ish at the time of the current patch. here's a screenshot:



so whats the minimum level required to roll a Cruel prefix on weapons?

This doesn't depend on your character level.

You used the formula :
1 magic weapon (blue name) + 3 chipped gems (of any kind) -> magic weapon of same type, 1 or 2 sockets, random affixes, iLvl = 25

So your question is rather : what kind of weapon is able to roll "Cruel" prefix (aLvl 51) while being of iLvl 25 ?
Colossus swords can, and other high QLvl weapons.

so if i understand this correctly, a level 2 mule char can cube and roll a Cruel prefix as long as the weapon's QLvl is high enough. cool tyvm
