So I've found a few guides and information but how do I figure out what I need to BoS with a specific weapon? I play HC so I want to wear a Hoto flail, I want to hit the 9FPA BP but right now I'm wearing a BroadSword so I'm trying to figure out what I need for IAS/BoS to hit the 9FPA with that until I get Hoto. :/

Is there any IAS on your gear (eg bloodfist) ?
