If i use el + chipped gem on low q/damaged/crude ST dropped in LK Hell, can it roll 40+ @res?

Imo no, i think the mod it can get is affected by ilvl. Ilvl will be reduced to 1 if you use the receipt.
This also means, that the shield can only get up to 3 sockets.

Highest i got so far is 28@

I actually need 3sox for Dream so thats why i am trying. But would also want to get 40+@

At iLvl 1, sacred targe have affix level = 32.
36+ all res (chromatic automod) requires affix level 50...

The best you can roll is 30 all res (scintillating automod, affix level 28).

Zakarum shield or Vortex shield, at iLvl 1, can spawn 45 all res.

Keep this^ in mind.

Auric shields (Paladin Only) are capped at 3 sockets @ iLvl < 26.
Exile and Spirit are thus out of the question.
