The highest Rune they can drop in NM is Ist.

According to the drop program that I looked at, Ist is the highest for NM cows.

Okay. I know ive gotten vex off of NM meph.
Mals and puls off of shenk area.

Never tried NM cows

According to DiabloWiki, the highest rune that NM Meph can drop is Um rune.

i am pretty sure i have found mal in nm cows once
i have found plenty of ist's there
