How does enchant work is it on the character or weapon? I ask because obedience has a 30% chance to cast lvl 21 enchant when you kill a monster. If I could kill a monster with an obedience and switch to my regular weapon this would be optimal but I don't know if this works or not can anyone clarify?

This, it has level 23 and on charges, don't have to run around killing to hope for it to proc.

Yes, you can kill easy monsters to get the enchant to work. It will then last the entire duration, they usually last for quite a long time, 10 minutes or so.
