So Frozen Orb is a synergy for Glacial Spike and Ice Blast - so if I have +10 to skills from my gear - will Glacial Spike and Ice Blast get 1 synergy point from Frozen Orb or will they get 11?

Only hard points invested in a skill gives synergies

I’d put the point anyway - it can be useful both in PvP and PvM...
