Yes you can, in any area ≥ 71

Rack levels are the same as the area they spawn in, which can be up to 85 in act 1: https://diablo2.diablowiki.net/Area_Level

I thought i read this somewhere:
alvl = mlvl
mlvl = ilvl
Chests = alvl
Racks = alvl -1

Which is why LK has chest items level 80 and rack levels 79

probably, I've never seen Corona or Berserker axe from rack, ty
