Ilvl 90 is required for +2 iirc.
You gamble +4 to -5 of your lvl.
So in 86 1/10 of the amulets are able to spawn with +2
In 95 10/10 of the amulets are able to spawn with +2

I thought it was 88 but you have a slim chance to get them vs lvl 93 when they would be more common.
