Got my runes ready for hoto, and I swear I did 5 cowruns on nm without a single White/Grey flail dropping...
Farmed some hell AT after that with LK before each one and not a single flail dropped. Normal, magic or rare.
Spent 3 hours yesterday finding a Flail with 1 drop that ended up 1 socket.
Losing my mind here

i usually go for cow runs or cs runs

farm somewhere that the max sockets for a dropped flail will be 4. That means it should be between ilvl 26-40. So I would say either norm cows (alvl 28) .. or nm pit (alvl 39), or even chaos sanc in normal (alvl 28)

remove mf and clear nm flayer jungle

5cow runs thats like 30minutes max... make 1-10more and u should get one white or 4sox one

Nightmare cows drop 1-4 socket flails, probably best bet.
In Normal cows any dropped white or ethereal plain flail will get 4 sockets from larzuk.
Waste a larzuk quest by using a flail from normal cows or find one in nightmare cows
That's how I usually get my first 4os polearms or Crystal swords, flails work same way

Whatever you do, make sure you do more than 5 runs lol. A good rule of thumb for farming in Diablo 2 is, however long you think it should take to find 'X' specific item, multiply that by 10 and that is how long it will take if you're lucky. If you're unlucky, multiply by up to 50.
