it can spawn as charges on a lvl 24 ring. very good for when youre playing offline single players8 hardcore. you can slow down mobs and bosses and they take more damage. ive alwaysnfound charges useless other than teleport obviously. have anybody you come across this warlock skill rings? its super OP for HC
