Best player setting for this build?

Depends on the gear, but with good I think 7

I think every build should go for p7 p8 for exp and drops
Only horking barbs should do p1 p3

5+ Simple really, you want more drops and exp gain when SP.

Personally I would normally always do /players 8 unless killing Arreats or Uber Diablo for Anni, then /player 1 (especially on a bowazon)

Up to you really... I forgot what a Tesladin is ... so go for it how you want to run your game.
