Is it bad to wear both dracs and exile for ubers?

Can you spawn everything P1 and have a second player come in without mobs stats going up?

No, not at all.

Yes, enemies stay at their spawned player status for the entirety of the game. But you actually have to spawn the bosses, not just open portals. Any minions spawned then after will be stronger.
