Unfortunately, the Arreat Summit is not perfectly accurate.

The Summit uses values from MonStats.txt, but not all of those are unmodified in Nightmare and Hell, leading to errors in several cases. More precisely, monster levels in Nightmare and Hell difficulties are determined by the level of the area in which they spawn (+2 for Champions, +3 for Uniques, SuperUniques and Minions). Only Act Bosses and certain other monsters keep their inherent values. The High Council are not among them.

Hell Travincal is a level 82 area, in effect making the High Council level 85 (and not 88 as the Summit claims).
