Couple thoughts: walk NM WSK 1-3 for levels and potential drops--70is pretty low even for strong builds. Maybe farm a lem and maybe temp lawbringer and go A5 Merc. Between decrep and HF you could probably walk progress in hell when ready. Always nm meph for upgrades across the board.

I usually go with NM WSK at this point when a viable char hits the wall in early hell. Can find a lot
