These items cannot be gambled (since that would be outside the Secret Cow Level).
Heavy Boots from outside the Secret Cow Level are always Sander's Riprap.
Whenever the game attempts to generate a Studded Leather or a War Hat outside the Secret Cow Level, it will fail - and what you get instead is a Studded Leather or a War Hat with 200% (double) durability.
