If it's in single player then yes, you need to say "/players 8" for it to take effect. In battle net you cannot set the player level, you just need more people in your game. If you are using plugy then it should remember the "/players x" command you used most recently and apply that automatically next time you play, but you will see the message in chat to confirm.
