so...you dont have to have 95 ias for last bp w 13+ fana...i have 55 and it has the last bp fana ias is not counted as "normal" ias...look for some ias calculators @net

Energy: base

Merc:
Act1 Rogue (Cold)
Weapon:=Faith (14+ fana aura)
Armor=Ebugged Fort
Helm:=Vamp Gaze then change to Andariels Visage at lvl83
