I'll find a link to a jsp thread that will explain it better than me, but basically, the roll uses a base of 6, so since shields can only roll up to 4os, it becomes:
1os: 1/6 = 16.67%
2os: 1/6 = 16.67%
3os: 1/6 =16.67%
4os: (can't roll 5os or 6os) 3/6 = 50%
