I feel like a lot of people waste them before bare minimum level 85.

Good call, I'll see if I can find 3 white ones and save them up until I'm at that point.

I can't remember exactly but there's a minimum clvl to get certain staffmods like +2 skills.

Check with quorra.

Upgrade from my 20res, but I think I'm going to try and find a 4soc armor and put 4 ptopaz in it. Would be a nice boost of mf for sure for these runs. I'm just doing quick p1 andy/meph runs atm looking for occy/shako mainly.
