It doesnt roll mechanics.
The recipe comes with sockets. Thats how we used to get cruel colossus blades with sockets back in the day (the recipe iirc was up to 6 sockets then).
That's how I make a hell viable weapon out of garbage day 1 of ladder. I even do it for my sorcs for a semi decent merc weapon. 200 to 300 ED elite weapon plus 1 or 2 amn runes or shael runes beats the fuck out of whatever you can scrape up in nightmare mode.
That's how Tarisus was able to switch to frenzy so quickly after getting to Hell.
