Is Obedience worth making in a partizan? I tried to roll one for Insight, but it got 5 sockets, i'm just short of Ko rune to make it.

No, at least not from Hell Bovine. Not sure about Colossus Voulge (CV) from containers within the level, but I would not count on it.
Some of the regular and Minion monsters in Worldstone Keep Level 3 and Throne of Destruction have a slim chance of dropping CV.

Cryptic Axe (CA) cannot drop in Nightmare at all.
