If you Glacial the pack as soon as you get on screen they’re generally all stuck together, and having Blizzard hitting everything for the whole duration is more effective DPS. Not to mention this is HC so maintaining range is more important making it even better.

i usually blizz and tele around a bit before spamming the glacial spike. really just prefer to have it for a panic situation
