i mean NOT for quest drop i know if you joina game where duriel quest hasnt been done and kill duriel you will get quest drops but can you permanently bug him like you can with andi?

Yes it is. In classic with 0 mf you'll get lots of rares off of quest Meph drops. Rares>all in classic.

hi ho.. i m trying to figure out ,what if i have bugged andy in classic and converted char to expansion, does bug remains on expansion?

It should carry over from classic to expansion.
