ED/Max and ED/Min mods are bugged in any piece of armor. For example ED/Max damage jewels, the ED only applies to min damage and the other way around with ED/Min damage. ED/Min/Max damage jewels do exist, and there the ED doesn't apply at all. So, don't use 40 ed / 15 max damage jewels in anything that isn't your weapon ^^

Same goes for any armor that already has one of these mods. If an armor has max/min damage a socketed ED jewel to that item wont apply to min if it has max damage nor to max if it has min damage. Which means it's not jewel that's bugged but the mods together
