Yeah that's inaccurate, I've had an ancient tunnel map multiple times with the only boss pack being at the gold chest, wish it was 6 minimum.
And @doris obedience is very bad on merc because of cold damage

4-5 packs on lvl1 isnt that rare though

Lvl 2 can spawn with 1-4 elites. 4 is more rare than 1, 1 isn't super rare.
I have no idea about lvl 1, but I've seen as little as 1 once, 2 a few times. 4-6 is probably the most common for me though.
According to Basin Wiki the min and max values are the lower and upper bounds on the number of random
