So, to maintain lvl9 req, then:
- FHR is max roll (of equilibrium)
- FBR/ICB is max roll (deflecting)
- EDEF is max roll (strong)
- CR could be 20% (Lapis)
- Life could be 10 (of the Fox)

Aside from that, I think it's also missing one additional mod. Pretty neat, but it turns out it's far from decent.

You forgot artisans (which could have 2 sox) or did you Larzuk it?

Artisan's is restricted to magic quality; it cannot spawn on rare quality.

Judging by post #20 and post #21, Glyph Badge Spiked Shield dropped from Normal Duriel who is level 22 (this matches the displayed Item Level: 22).
Socketed (1) is most probably from Mechanic's prefix (adds 1 or 2 sockets, 50/50), which is also available on rare quality.


Glyph Badge Spiked Shield appears to have the maximum possible 6 affixes (3 prefixes, 3 suffixes).
Socketed (1) is from Mechanic's prefix, provided the socket was not added afterwards.
