Yes - Normal Hephasto the Armorer can drop max Dol Rune - silospen's dropcalc should give you an idea of the odds which are obviously at the low end.



For those of you who may be wondering why Partizan (the third highest exceptional polearm) drops already towards the end of Normal - it is due to a typo in the code.

You can tell from the Quality Level progression here: http://classic.battle.net/diablo2exp/items/exceptional/polearms.shtml that Partizan most probably should have had 45 (not 35).
Required Level: 23 does not make sense either when the two polearms preceding it use 25. Oops?
