Yeah it's Silospen's Run Counter. Very easy google and download, its just a .jar file. Once you've downloaded it, you need to find wherever your d2 folder is. If you use plugy, you need to find that d2 folder you use for plugy.
For instance when you download it, at the bottom click "Add Char" then go to your diablo 2 file that you are playing on. The run counter needs to connect to where your characters save files are located.
FOR ME, I go Computer -> Local Disk (C:) -> Program Files (x86) -> Diablo II (Plugy) -> Save
