If you're okay with using a War Scepter as the base then I would just run somewhere in NM with a very high monster density that you can kill things quickly - NM cows perhaps? Flayer Jungle as well, Pits, anywhere really.

If you want a Caddy, I found several in Hell Pits, but really any TC87 area where you can kill the fastest will work
