Studded Leather is an armo9 item (as are Heavy Boots) which should be easier to obtain from Normal difficulty because of how the TC system is designed (recursively).

Normal difficulty The Cow King is level 31 and drops from maximum armo12, with a fairly good chance of armo9. He can drop Studded Leather and Heavy Boots.
Normal difficulty Hell Bovine is level 28, Champion: 30, Unique or Minion: 31; these drop from maximum armo36. They can drop War Hat whereas The Cow King cannot.

It is thus possible to collect all pieces from Cow King's Leathers on Normal difficulty.
