should be able to drop an
Amulet that identifies as
Tal Rasha's Adjudication.
That appears to be the earliest place, other than gambling.
Yes, it is silly when you look at the Required Level to wear it, but the possibility to have it drop in Tal Rasha's Tomb is a cool feature - intended or not ^^
Set items are designed so that all pieces from a
Set have the same level (
minimum Item Level). In the case of
Tal Rasha's Wrappings this level is (just) 26.
The lowest is 3 (
Arctic Gear) while the highest is 55 (
Heaven's Brethren).
Treasure Class definitions are the reason why most of the high-end
set items (elite grade armor and weapons) cannot drop before late Nightmare or Hell.
