dno... I believe quality lvl is about the base that can drop. Amulets can drop pretty much anywhere. ur lvl26 is from area/item level if im not mistaken.

Then we come to discussion about tal amulets "treasure class"

It is droppable in norm lol

yup ty actually I found geleb and Ismail are indeed first monsters in normal difficulty to be able to drop tal amulet
