You want to place the Grief in Primary and BOTD offhand because it only accounts for the Primary Weapon IAS.

Yes I confused myself as well For some reason I was thinking dual Griefs still even while typing BOTD. With BOTD in Primary with LOH, 15 IAS Jewel, Highlord's you will reach 5 FPA, sorry for the confusion.

No problem, thanks for clearing it up, I used the ias calculator myself but I don't want to go and make 2 runewords without being sure I realise phase blades are still optimal for frenzy, especially when frozen/decripy come in to play... maybe I will change my mind before tonight!
