I think someone was pulling your chain.

Countess drop table highest rune is Lo ... Rune drops are NOT effected by MF%, only the drop table.

Hence the reason when killing Countess, you do it on /P1 to increase the amount of runes that may drop from the drop table with the hopes that one(1) of runes is a Lo rune.

EDIT: Not sure if they made any changes since 1.12 patch.
