Using nado with anything less than than 63 FCR feels painfully sluggish, and with how inaccurate it can be, it's nice to be able to spam it as quickly as possible. Even then you really want to aim for 99, but that's not to say "don't go nado." Cast rate isn't super important on Fissure since it's got 2 second delay anyway. The fissure just takes a little longer to appear and leaves you sitting still for a couple extra frames.
Last I played a windy, my biggest regret when switching to nado was that I hadn't accounted for how quickly it can drain mana. Sure it costs less than Fissure, but you'll be casting constantly. Spirit will help with the mana pool plenty, but a little Mana After Kill doesn't hurt either. Mephisto basically holds still most of the time anyway, so he'd actually be good target practice if your merc stays alive. There's some finesse to nado I never really mastered. (Edit: oh and of course there's the whole fire damage starting to suck thing. Mephisto eats fire in NM pretty good.) Either way you'll probably want to switch to nado as soon as you feel comfortable.
