3rd party program... They never made those, lol.
This is also a single player "based" section. AND 3rd party programs are not allowed to be discussed on here that I'm aware of.

That's what i needed to know, I know in WoW they allow add ons that don't affect or automate gameplay. Wasn't sure if it was similar in D2.

you can edit your .mpq if you want custom orbs or some stupid skin, people do it for fg

No legal way to see ilvl when you play online. Only visible with hacks.
