'Fires Explosive Arrows or Bolts' replaces arrows or bolts with Exploding Arrows when a standard Attack is used: it does not do so when any other attack skill is used.

An Amazon who has invested points in Fire Arrow will apply its synergy bonus when using them.
When Rogue Scout uses these weapons, explosions may be displayed but they apply no damage.

No, that would be guided arrow.
