Well i noticed that during my previous walkthroughs , i had luck with finding an ETH/Non ETH normal Polearms with 2 soked and alot of Tir runes, but never had luck with Amn runes!
So wont be a big challenge getting the base! ;) , will see what is going to happen on the next walkthrough!

The recipe is Belt + Staff + Kriss + Any Diamond for Savage by the way.

no the roll is random all the time. i have tried magic staff and cracked belts one never seems to bring better rolls then other

SAVEAGE > MALICE

any quality/type/quality means exactly that. you can use a perfect diamond, chipped diamond or anything in-between. a belt, cracked sash, or girdle does not matter. long staff, short staff... any means any.
you may need to make several due to the requirements of the polearm that is created.

If i start rerolling on lvl 23-24 with my character , would my merc who is lvl 20-22 at that time be able to equiept it ?

depends on the base of the item that is generated.

so the chance of getting a decent roll for lvl 22 Mercenary is not high?
