yes in this case ebotz likely best for easy to find option, a rare legendary hammer with 2 os would be BiS wep imo

vengeance takes your base dmg (weapon dmg and +min and max) and then adds elemental damage based on that
you want big base physical dmg (so using stuff like gimmer's doesn't make sense)
grief's dmg+400 doesn't count
offweapon ed doesn't count, that includes forty, 40ed jewels, and auras
