No, staves aren't Mace Class.
The reason they benefit from Mace Mastery is that the skill is designed to apply to any blunt weapon (+50% Damage to Undead auto-modifier).

The following item types are blunt weapons:

club: Club, Spiked Club, {exceptional, elite} and Wirt's Leg
hammer: War Hammer, Maul, Great Maul, {exc, eli}, Horadric Malus and Hell Forge Hammer
mace: Mace, Morning Star, Flail, {exc, eli}, Khalim's Flail and Khalim's Will
scepter: Scepter, Grand Scepter, War Scepter, {exc, eli}
staff: Short Staff, Long Staff, Gnarled Staff, Battle Staff, War Staff, {exc, eli}, Staff of Kings and Horadric Staff
wand: Wand, Yew Wand, Bone Wand, Grim Wand, {exc, eli}


Mace Mastery is in fact misleading since staves and wands are Staff Class weapons.
